These certificates from the Review Panel allow you to register one of
your cartels as having superior submission privileges, increasing both
your public and private design allowances by 1 per year.

The permit costs 500,000 gold sovereigns and is bought from the Hall of
Clans and Cartels.

Syntax:
BUY DESIGN PERMIT
REGISTER DESIGN PERMIT FOR <cartel>
