Ethereal Shackles and Chains

Some initial feedback from the Combat Council has resulted in the following changes. We will follow this for the next few days and make adjustments as needed.
Ethereal Shackles
- You are no longer bound to one room.
- You cannot leave an area you have been shackled in.
- A shackled character can only move 1 room per second.
- You can only move via normal movement. No magickal movement is possible.
- You cannot FLY or BURROW when shackled.
- You can no longer shackle someone who is already shackled.
- You can now BREAK SHACKLES which is a 20 second, channeled command.
Ethereal Chains
- Chained characters can only move 1 room per second.
- If you move away from the character you are chained to, you to lose balance.
- Balance loss increases based on the distance of the chained characters.
- If you manage to move far enough away, the chain will automatically break.
- You cannot BURROW while chained.
- Moving more than five rooms away will break the ethereal chain.
