Projects update

I did a revision of our projects code, to resolve various long-standing issues with them.

The outdated concept of project groups is now removed, each project is instead assigned to an organisation (existing projects were converted). This doesn't change much, as all existing projects are org-related anyway, but it removes various oddities.

Cults and sects can now use projects! For cults, only the leader can edit them.

There is a new guild / sect privilege: PROJECTS. You'll need to assign this to whichever rank / position you want to be able to edit projects - right now, only the guildmaster / sect leader can. All guild/sect members can read projects.

Likewise, there is now a city privilege called PROJECTS, you can add them to positions using polls as usual. Members of the ruling council are always able to edit projects.

Assigned project leaders can always edit their projects, same as before.

Please report any problems in the usual way.
