By order of the Council of Five, the city of Delve is closing its borders to all refugees and foreigners effective immediately. Due to the thoughtless actions of your kind, we have now found evidence of this 'sludge' having been spread into the lands of our domain.

In the interest of quarantining this 'sludge' and preventing further damages, we will be bringing forth the full might of our military against those that would attempt entry into our city.

For the sake of keeping diplomatic channels open, we shall allow continued use of your embassies, but diplomats will not be permitted to exit into the city proper.
