(More) Indorani/Templar tweaks

Hey folks,

Just some minor tweaks here, mostly aimed at the passive side of Indorani and making it a little less front-loaded, plus a small Trauma nerf. I'll keep an eye on things and make further number tweaks as necessary to try and reach a sweetspot.

- Fixed a bug not letting you SUMMON SYCOPHANT like suggested.
- Sycophant now drains 150 mana until the target is below 75% mana, at which point it'll give stupidity.
- Lowered Sycophant attack speed to 16 seconds, down from 18.
- Slime now needs to be activated for it to slow salve balance:
* ORDER SLIME ENVELOP to activate it.
* Activation period will last for 10 seconds.
* Cooldown has been set to 24 seconds (14 seconds downtime).
- Chimera has been shifted to the cooldown system to fix a few timing bugs.
* The bug would let it attack more often then it should be able.
* Cooldown has been set to 16 seconds, down from the intended 18.
* The message for Chimera being able to attack again has changed to accomidate this.

- Reduced the limb damage dealt by Bladefire Trauma by a flat 1%.
* This is roughly a fifth of the usual total.
