Apothecary/Herbalism updates

Here's some updates to Herbalism & Apothecary:

1) You can now distill directly into another player's fluidcache by doing DISTILL INTO FLUIDCACHE OF <person>.

2) You can now also distill into a pot to transfer into a fluidcache or vial, but be warned that any poultice or elixir kept into a pot for longer than 30 minutes will spoil and become useless. You can transfer the pot's contents into your fluidcache, vials or bandages by doing FILL FLUIDCACHE/VIAL/BANDAGE FROM POT. This refers to the wooden pots made in Woodcrafting, or the iron pots made in Forging.

3) Stags were mistakenly still dropping horns when killed. The only way to obtain them was meant to be through the collect command.

4) Plants can no longer grow in Havens.

5) Some of the new Herbalism plants existed previously in the form of crafting materials. I've gone ahead and deleted these, and updated any designs using them to use the new versions gathered through Herbalism. This includes:
- watercress
- willowbark
- licorice root

6) The Esterport Apothecary free access period is now over. From now on you'll have to pay a small fee of 500 gold to access it by talking to Milly. This will give you access to the Apothecary/Herbalism preparation area until the Howling. However, you won't be kicked out if the Howling comes around while you're still in there, giving you time to finish your current batch of curatives.

7) I've gone through and increased the number of spawns on some of the harder to find or less populated Apothecary NPCs. You should see those start showing up in the next few hours.
