Liaisons are now able to directly submit reports that you have written
(with your permission). Many of you have asked Liaisons to submit
reports for you, and that's just fine with me. Now you can go ahead and
do all the work for them.

When a Liaison tries to submit your report for you, you'll be notified
and asked to LIAISON <report number> ACCEPT if you comply. Then it goes
in just like normal, with both of your names.
