Dominion changes

When we unveiled the Dominion, it was hinted that it would play a more
relevant role than the Imperium did. One of the biggest changes was the
Dominion's relationship with Bloodloch.

The fifth Overlord position is now reserved exclusively for the
Dominion, and cannot be contested by election. The Blood Council of the
Dominion will nominate someone to serve as their Overlord, and once a
unanimous consesus is reached, Abhorash will elevate the nominee to the
position. The nominee must be a citizen of Bloodloch.

Commands for the Council:

DOMINION NOMINATE <person>
- Nominates a person to serve as Overlord for the Dominion.

DOMINION CONFIRM <person>
- Confirm a nomination for Overlord.


In addition to this, I have enabled two more changes today:

Credits
-------
The Dominion has been accruing 3% credits from member purchases since
its creation, and many of you may have been wondering what is going to
happen with them. At the end of each in-game year, 50% of the Dominion's
profits for that year will be split evenly amongst the Houses pledged to
it. For the first year, this will include all the profits from its
creation until now.

In addition to this, Houses will now gain 2% credits from member
purchases.


Newbie Nightstalkers
--------------------
Newbie nighstalkers without a House will now be a part of the Dominion.
