War

This is something I've considered doing for several wars past now, but I
have decided it's time to officially retire the war system.

The war system is a dated mechanic that has received numerous bandaids
over the years in an attempt to adjust it to an evolving game.
Unfortunately, I think it's come past the point where small adjustments
are able to fix the problems in the system.

The system suffers from several prominent flaws that lead it to being
enjoyable only by a small minority of the playerbase. In particular:
There is far too much reliance on being able to have marchers online
during off-peak hours; There is far too little reliance on marching
strategy and far too much importance on shutting your opponents down in
group combat; The lingering status of open PK upon active militia just
isn't very fun.

Each war we've had over the years has always resulted in lower than
average online time for the player, and I don't think keeping a system
around that encourages people to not log in is healthy for the future of
the game.

It is my hope that we will release a new war system in the future,
designed anew from the ground up to avoid such flaws. I will not be
promising its return anytime soon, but I definitely enjoy the concept of
a war system that properly encourages tactical thought.

Commodity generation across the four cities has been equalized, and
troop divisions and land claims will be deleted shortly after this post.
