I will likewise address your responses one by one.

Firstly, regarding the difference between innocents and neutrals: Consider, by way of example, an individual. This individual, who I will describe shortly, may be a mhun living in moghedu, or a Tsol'aa in the Aalen forest, or a dwarf in the Sirroccians. He (or she) seeks merely to live his (or her) life peacefully, and does not provide assistance to those who threaten Creation, but neither does he (or she) aid Targossas or follow Fire and Light in any way, nor does he (or she) stand against those who threaten Creation, other than by refusing to deal with them. Is such an individual considered an innocent, and worthy of protection?
What if such an individual does not specifically refuse to deal with those who threaten Creation, but simply does not deal with adventurers at all (and thus never deals with those who threaten Creation)?
What if such an individual unknowingly provides assistance to those who threaten Creation?
What if such an individual does not willingly provide such assistance, but works with others who do (but do not themselves threaten Creation)?
What if such an individual provides such assistance, but only to those actions which do not threaten Creation? (After all, even those individuals who threaten Creation also engage in less harmful actions.)

Nevertheless, the fact that Targossians are usually asked to justify the hunting of neutrals is welcome news; I may have misjudged you somewhat.

Regarding shamanism: I find it unlikely that the Shamanic arts have their origin in Lord Twilight, as they are to be found even among those who oppose Him.

Regarding your statement about the harm caused by any use of occultism: I do not know whether you are correct or mistaken, but I am fairly certain that a substantial number of occultists, and a large majority of those who tolerate occultism, would not use or even tolerate occultism if they believed your statement. You might, therefore, find it more productive to attempt to convince those individuals via reason, rather than use violence to try to dissuade them. (Obviously, those who actually do see Oblivion as a good thing are a different story, but they are far fewer in number.)

As for your invitation: I believe I can do more good if I am able to use the shamanic arts and am not required to shun those whose actions are not up to the standard that they should be, so I must decline for the time being.
