Today I would like to present you a very special and limited time offer.
Enemies of Hashan may receive credits towards their fines by sending
Hashan’s Minister of Security, Qwindor Rousseau, the heads of the
various offenders listed below:

Bluef 15,000 gold or 5 years
Farcus 1,000 gold
Gelsey 1,000 gold
Howdin 5,000 gold or 1 year
Jespar 1,000 gold
Kaie 10,000 gold or 3 years
Santar 10,000 gold or 3 years
Vaehl 10,000 gold or 3 years

Logically, those listed above are not eligible to receive credit nor are
those who are branded as permanent enemies of Hashan. Five(5) heads per
participant may be submitted for credit. Additional heads are welcome,
but will not be credited to your charges. Thus, targeting the offenders
attributed with higher values will reward you with the maximum amount of
credit possible. It is the concern of the individual participant as to
how the heads are obtained and Hashan assumes no responsibility for any
personal injury, death, or other repurcussions that may occur because of
the actions of those choosing to participate in this program. Any
questions can be forwards to Minister Rousseau.
