Changes and fixes

We've just loaded up a slew of changed and bugfixes, the details are as
follows:

- A new config option is available for visually impared players using a
screen reader: CONFIG SCREENREADER ON|OFF

- VENGEANCE (Necromancy) has been fixed to correctly fire when in "No XP
loss" conditions (home city/CTF/etc.)

- The command BOARD SHIP can no longer be forced.

- COMPASSSLASH, ARMSLASH, LEGSLASH, CENTRESLASH, DRAWSLASH (Two Arts)
will now cause limb damage to the attacker if the ability is reflected
by an aura of rebounding.

- Being hamstrung no longer impedes movement in ASTRALFORM or BLACKWIND.

- Fixed a bug that would cause REFINING (Gathering) ability to consume
commodities when the attempt failed.

- REFINING (Gathering), specifically for oils, now detects liquid
containers better. Pots can no longer be used as a target of the oil.

- Meteors (Arrows and STAR tarot) now properly check for grace before
they cause damage.

- REPLYing to tells while ARENAWATCHing now works correctly.

- You can no longer initiate movement over rubble while off balance.

- BAALZADEENs (Apostasy) can no longer be summoned with the platinum
whistle artefact.

- BEES (Groves) will no longer attack when it would not normally be
possible to attack the player (eg. shielded, prismatic).

- NOOSE (Subterfuge) attacks will now end properly if they stop wielding
their noose or are no longer in the trees.

- Most commands (excepting some very basic ones) will now properly end a
noosing.

- You can no longer SPIN (Crystalism) crystals while transfixed.

- The initial voyria message (feeling slightly flushed) will no longer
be shown during blackout.

- Trappers will no longer see the alarms of TRAPS (Woodlore) which fire
on planes they are not currently on.
