10.13.1 DISCRETIONARY POWER

The Power Ministry in cities and communes can allocate monthly reserves which the Security Ministry can use on discretionary power. 

NEXUS DISTORT (any class)
  - Can only be done at a village obelisk that the city or commune controls.
  - Creates a distortion field surrounding the entire village.
  - Grants a bonus to movement resistance for members and allies of the
    city or commune.
  - Grants a malus to movement resistance for enemies of the city or commune.
  - Lasts one game day (60 minutes) if used in cities or communes.
  - If placed in a village, will last until the village revolts.
  - Costs 2000 power if used at a village obelisk.
  - Costs 500 power if used at the city or commune nexus.

NEXUS STORM (any class) (communes only)
  - Can only be done at the commune nexus on the prime plane 
  - Changes the weather pattern to cause temperate rainstorms
  - Weather will naturally revert back according to seasonal patterns
  - Costs 500 power 

NEXUS RALLY (warrior class only)
  - Can only be done at a village obelisk that the city or commune controls.
  - Can only be done on the prime plane.
  - Increases the level and strength of city or commune guards (prime 
    plane only).
  - Lasts one game day (60 minutes).
  - Costs 200 power if used at a village obelisk.
  - Costs 500 power if used at the city or commune nexus.

NEXUS SURGE (wiccan class only)
  - Can only be done at the commune nexus on the ethereal plane.
  - Increases the level and strength of commune guards (ethereal plane only).
  - Lasts one game day (60 minutes).
  - Costs 300 power if used at the commune nexus.

NEXUS IRONBARK (druid class only)
  - Can only be done at the commune nexus on the prime plane 
  - Causes trees in the forest to become indestructible except for the
    mulch power of a druid in that commune
  - Lasts one game day (60 minutes), stackable up to 48 game days
  - Costs 150 power if used at the commune nexus on the prime plane.

NEXUS LIVEFOREST (druid class only)
  - Can only be done at the commune nexus on the prime plane or ethereal 
    plane.
  - Causes the forest to come alive and rip into commune enemies.
  - Lasts one game day (60 minutes).
  - Costs 300 power if used at the commune nexus on the ethereal plane.
  - Costs 500 power if used at the commune nexus on the prime plane.

NEXUS FLUX (mage class only)
  - Can only be done at the city nexus on the elemental plane connected 
    to the mage class.
  - Enemies of the city will have no defense against the elemental 
    energies on the plane.
  - Lasts one game day (60 minutes).
  - Costs 400 power.

NEXUS RIPPLE (guardian class only)
  - Can only be done at the city nexus on the cosmic plane connected to 
    the guardian class.
  - Enemies of the city will have no defense against the cosmic energies 
    on the plane.
  - Lasts one game day (60 minutes).
  - Costs 400 power.

NEXUS INSPIRE (bard class only)
  - Can be done at the city nexus, at any village obelisk, or on any
    plane connected to the city's class.
  - Citizens will find their health, mana, and ego increased by 15% while
    in that area.
  - Lasts one game day (60 minutes).
  - Costs 400 power.

NEXUS PSIFIELD (monk class only)
  - Can be done at the city nexus, at any village obelisk, or on any
    plane connected to the city's class.
  - Increases the attack speed of city or commune guards.
  - Lasts one game day (60 minutes).
  - Costs 200 power if used at a village obelisk.
  - Costs 500 power if used at the city or commune nexus.
